The memcheck backend should verify the usage of Use/Take/SyncArray for CeedVectors. See discussion debugging deal.II example

Hmm, the CPU backend Operator implementations rely upon this same mistaken assumption. Thinking on the best way to handle this still, but it may require some correctness fixes to the Operator implementations.
