Broaden the meaning of Emergency Contact Indicator

Use Case Description
Changing the definition from “…emergency contact for the learner.” To “…emergency contact for the related person.” broadens the scope of the definition without removing the present meaning that this person is the emergency contact for the learner. Learner can be known through context. Additionally, this element exists in the IDS under PersonRelationship which may indicate an intention for this broader meaning all along. Similarly, another CEDS element “Primary Contact Indicator” already has broader meaning in its definition. This would align with the proposed change for Emergency Contact Indicator.
