Use Case Title
Change the word "learner" to "person" in the element Person Relationship to Learner Lives With Indicator
Use Case Description
The element "Person Relationship to Learner Lives With Indicator" could have broader meaning if the word "learner" was changed to "Person" without losing the present meaning that indicates the learner lives with the related person. We know through context that the person is a learner. This change is breaking for the "elements" in that it changes an element name and technical name. It is not a breaking change for the IDS since the present expression is a column named "LivesWithIndicator". Note that the column is also placed in the PersonRelationship table which may indicate the intent of this present use case when the IDS was originally designed. The proposal would also change the definition from "Indicates whether or not the learner lives with the related person." to "Indicates whether or not the person lives with the related person."
