Add option set to Course Level Characteristic

Use Case Description
Option set: Alternative Education Course
Definition: Course within a separate, non-traditional K-12 program established to provide personalized educational services for students who are at risk of not graduating with their class and/or have individual needs not being met in a traditional setting.

Use Case Background
An additional option set is needed for Course Level Characteristic to cover non-traditional courses that are part of Alternative Education programs.
