PHP 'upload_max_filesize' and 'post_max_size' values default perhaps too low

The default values of 2M for upload_max_filesize and 8M for post_max_size are fairly conservative, and can be fairly limiting as larger uploads have become more common etc.

These two variables are often manually increased straight off the bat with a new Symbiosis install, so it would be useful to set these to a higher default value from the get go.
