Apparently they've always been that way, returning the way they do because that's how they're displayed in the inventory screen in-game. Some apps, such as DIM, use partially transparent text to match the icons in favour of bundling custom opaque versions.
It would be useful for the API icons themselves to be opaque, though, so that apps don't have to bundle opaque versions when they are required. For example, currently I'm forced to use the SVG versions from the destiny-icons repository.
