guild invite command /rainvite does not send invites, neither does invite guild button

Describe the problem

The command /rainvite does not send invites. It does announce that its about to send invites but does not actually do it.
The same happens with the Guild Invite button on the invite tab

What steps will reproduce the problem?

1. type /rainvite
2. or click guild invite
