Cannot open a specific DNG file

Short description
rawtherapee cannot load a DNG file

Steps to reproduce
for rawtherapee-cli: run this command with rawtherapee 5.10, the input file is input.dng in input.zip
.\rawtherapee-cli.exe -o D:\output.jpg -j100 -js3 - Y -d -c D:\input\input.dng

for rawtherapee desktop app: when clicking on the folder containing the image, the image cannot be loaded

Expected behavior
for rawtherapee-cli: the command should be executed successfully and a output.jpg file is generated
for the desktop app: the image should be loaded in the app
