Toggle Fullscreen Verb adds a black bar to the bottom of the screen

Description of issue

It should just toggle fullscreen how the fuck does this even happen

Difference between expected and actual behaviour

Basically, a rundown of what happens is that everytime you use the toggle fullscreen verb, and well toggle it twice, a black bar gets added to the bottom of the screen under the command bar. The worst part is that this actually stacks, meaning that if you repeatedly toggled full screen it would keep pushing the command bar up and up and up. (specifically, it appears when you enter full screen)

Steps to reproduce

1. Have your game window maximized, but not fullscreen (testing has shown this part is not needed, but I kept it here anyways)
2. use the toggle fullscreen verb
3. after its become fullscreen, use it once more and then maximize the newly minimized window
4. Repeat the steps to push the command bar further and further up
