Can't convert players to either side

Difference between expected and actual behaviour

You should be able to convert mutineers/loyalists to your faction if they're neutral

Steps to reproduce

1. Start Mutiny
2. Try to convert people to your faction as neutrals
3. Weep as they try pressing both buttons and nothing happens
