Android Foot Joint Has Limited Joints #297

Describe the bug
When running test_joint_rotation_sensor, the foot joints (foot_l_* and fot_r_*) occasionally don't move, they appear to be locked in place after applying maximum torque in both directions. In Physics Component, the joints should be able to move at least 10 degrees in each direction.

To Reproduce
Run test_joint_rotation_sensor and disable the dirty hack that gets it to pass.

Expected behavior
The foot joint gimbals correctly.

Starting to see this with head_swing1. Does the Android have arthritis?
