This is not a map issue, there is not a region to avoid the water flow, this can be an Atlas issue.

Following the past answer, it is not a XML issue, i tested in other DTC/DTM or only DTC and there is an issue with the water.
We can see here with Fractal Descent.

The XML do not have a region there to avoid the flow.
