Editors can edit courses, see lessons, but they don't see the modules in the course outline

Steps to Reproduce

1. Create a course as an Administrator user, and add a module through the course outline.
2. Edit the course as an Editor user.

What I Expected

Since I see all the lessons, we should also see the modules.

What Happened Instead

We see all the lessons but without their modules.
