检测功能 -也就是“规则校正” #94

面板中规则已被删，但转发鸡的规则依然存在，也就是需要手动删除

当然的，这可能是网络导致的，也可能是SSH连接过程导致的...

希望可以通过面板校正一下，把已不存在的规则，停止并删除

还有流量规则，如果iptables出现奇怪的事情，流量无法统计了....希望能校正（校验）一下
