[Feature] Request/ Response pair latency

It would be useful to see request/response pair latency in the TCP Gateway Events for validators

Motivation

Improved debugging for testing networks/increase insight to the networks

Implementation

Not sure the best way to do this-- if there is a place in the code where we already match request/response pairs on some ID struct then we could do it there but I don't know where that is
