Photoshop plugin panel icons: Size 23 versus 48 in manifest Version 5

As discussed in this thread on the UXP Photoshop forum there is some uncertainty regarding icon sizes in UXP Version 5.

Can the tutorial and examples please be updated to have the correct icon sizes and be the same?

https://developer.adobe.com/developer-distribution/creative-cloud/docs/guides/submission/overview/ requires 3 icon sizes. (Aside: It also seems to give outdated instructions for packaging, as that seems to be now a process from UXP in creative cloud.)

(https://developer.adobe.com/photoshop/uxp/2022/guides/uxp_guide/uxp-misc/plugin-icons/) says that there are [23, 24] x [1, 2] variants. I ended up on that page by accident. I didn't know it existed until I was trying to add to this issue.

However, I found a page (sorry, cannot now find it again) which told me to use the examples. Unfortunately, those are different to each other and don't have all the sizes. It would help if they were all there, and commented to say when they were updated.
