Is your feature request related to a problem? Please describe.
For some reason people register several times in a row, and those very obvious duplicate registrations (same email, same name) are not being recognized by the system

Describe the solution you'd like
Internally merge duplicate registrations by name and email

Describe alternatives you've considered
Let me discard registrations without notifying users with a "Registration rejected" message (also see #1196)
