Please make cookie-blocking work in Adguard for Safari and Adguard for iOS #2300

Issue Details

According to the documentation, "Rules with $cookie modifier are not supported by AdGuard Content Blocker, AdGuard for iOS, and AdGuard for Safari."

Proposed solution

According to Apple's documentation about content blockers:

Blocking behaviors include hiding elements, blocking loads, and stripping cookies from Safari requests.

While stripping cookies from requests isn't technically the same as preventing cookies from being set, it would serve the same purpose.
