probably the right response is to freewheel the motor, but we should do a little research about how to handle this in the motor command set.

send motor data msg where we indicate the motor has stalled
decide if we freewheel or lock (and if that's configurable in the original motor run command)

also, review AddRobots/addrobots_mcu/issues/23
