validate and improve the motor command/data messages for a stalled motor #2

probably the right response is to freewheel the motor, but we should do a little research about how to handle this in the motor command set.

  • send motor data msg where we indicate the motor has stalled
  • decide if we freewheel or lock (and if that's configurable in the original motor run command)

also, review AddRobots/addrobots_mcu/issues/23
