Unusual behaviour of the minimize / maximize / close buttons on Windows

The buttons work only when clicked within their circles, which gives the impression they don't work.
Normally, when the window is maximized, you just push the mouse pointer to the right top corner without aiming, and click for closing the application. It doesn't work with the "round buttons"editions...
