When as-is sorting is ON:

and "scores" are toggled ON, negatively scored resources are always on top
"arrow" button should be locked, i.e. order of items shouldn't be switchable

When as-is sorting is OFF:

attempt to turn it ON should be remembered and applied NEXT time, with corresponding message to the user
