Tracking open data and code

The idea here is to reward people for sharing their research data and code.

We could count the number of datasets and code openly shared, with an option to also look at how often they have been re-used. This would use data from GitHub, figshre, dryad, etc, but perhaps also from Research Data Finder and other online sources.
