Store interface和Backend interface都存在一个WaitForSynced(time.Duration) error方法，这个istio mixer采用的单向超时等待，后端存储服务加载VirtualService、Template和DestinationRule所有配置文件到内存中。

合理的方法应该是采用回调等待通知机制，来反馈。不然上面的做法有风险
