因为第一次Init方法时，当前mixer server的内存配置数据为空；所以即使channel队列没有接收者，也要进行第一次的配置数据获取。

但是不合理的地方是，如果Watch一直不打开，加载一次配置数据后，也不需要每次都加载吧
