isBotRunning or isBotStopped property #1991

I want to make health check for the bot.

But with current functionality of bot instance I can't determine is the bot running or not.

It would be useful to have some property or method getter to determine current state of the bot: is it running or is stopped already.

internal check for stop() uses private properties polling and webhookServer, so I can't use it.
