Hello,
I come from CircleCI context where the local runners are only triggered if there are remaining credits in the organization, even if no credits are used, the local runner will only run if there is at least one credit/minute remaining.
My question is if github actions has the same behaviour.
The idea is to setup a local runner, shut it down until all free/paid runtime minutes are exhausted, and just then start the local runner so it is used instead of the github runner. This is not possible in CircleCI and I was wondering if it is possible in Github Actions.
