2FA device Lost

My college has lost his 2FA device and he is not able to login, He has lost recover key.
When tried to recover using (https://docs.github.com/en/authentication/securing-your-account-with-two-factor-authentication-2fa/recovering-your-account-if-you-lose-your-2fa-credentials) method he is not getting "Cannot verify this device is disabled" option.
Any other way to get it recovered ?

Have you added another login method for this account?
Authenticator, or fall-back-sms?

I'm in the same boat, and also didn't setup any alternative authenticator or fall-back-sms. Any other ideas to help recover the account?

:( . I believe git should setup some option to recover account by verifying identity from backend.
