GitHub Actions updates are pinning to the major version instead of the full version

I pin all of my actions to full versions v1.2.3 instead of to the major version v1. Lately all of my PRs for actions going to a new major version are being created for v2 instead of v2.0.0 even though I was previously pinning to v1.2.3.

There's been a couple outliers that have updated to the full version but I'm not sure why that happened when the rest didn't.

• Bump actions/setup-node from 2.5.1 to 3.0.0 xt0rted/markdownlint-problem-matcher#398 - used the full version
• Bump actions/setup-node from 2.5.1 to 3.0.0 xt0rted/problem-matcher#320 - used the major version

With all of the first party actions releasing new major versions lately this bug has become a real nuisance and I've had to manually update 300+ PRs to set them back to the full version.

There's an open issue about this but there's been no response from a team member dependabot/dependabot-core#4768.
