Workflow run now works only when the workflow presence is found in base branch and then only we could see the workflow run.

So you can have your workflows run against a feature branch, not the main branch. If you are talking about workflows triggering using workflow_dispatch, then the file does have to exist on the main branch, and then you can target any other branch that contains the file.

But you could also create a workflow on your feature branch that uses the push and only triggers on pushes to your feature branch.
