Title: In Discussions, Quote Reply of Subthread Creates New Main Thread

I'm reporting a bug in Discussions where replying to a comment within a subthread using the "Quote Reply" function creates a new main thread instead of replying to the original comment within the subthread.

Steps to Reproduce:

Navigate to a Discussions repository on GitHub.
Open a discussion thread.
Within the thread, find a comment you want to reply to that is part of a subthread (a reply to another comment).
Click the "Quote Reply" button for the comment.
Expected Result:

The reply should be posted as a new comment within the subthread, indented and threaded appropriately to show it's replying to the specific comment within the subthread.

Actual Result:

A new main thread is created containing the quoted content and your reply. This breaks the conversation flow and makes it difficult to follow the discussion thread.

I think I see the behavior you are describing. If I want to quote a reply using the "quote reply" function, by default, it creates a new thread. For instance, I wanted to quote @H3AR7B3A7 's comment here, but discussions tries to make a whole new thread...

Ill dig deeper into the documentation to see if there is a work around.

To do it manually, Just copy/paste the generated quote and post it where you want it, then clear the text from the "suggested answer box"

One can also use the "quote" button in the comment tool bar and copy/paste... But yeah, the automation of the "quoted reply" button would be nicer...
