In the Pull Requests "Files" view, hovering over "Expand Down" displays a tooltip which covers up the "Expand Up" tooltip. If I then try to use the "Expand Up" tooltip, I can't click on it, because it's blocked by the "Expand Down" tooltip. (Note, it's not just visibly covering it up - it's preventing me from clicking on it.)
This happens to me often enough that I thought it'd be worth filing a bug report. Not 100% sure but I feel like this UI bug was introduced somewhat recently, maybe within the last 6 months.
Example (at the end of the video, I am trying to click "Expand Up", but I can't because the tooltip is blocking it).

For the UI engineers, this can be fixed by applying a CSS rule
pointer-events: none;
on the tooltip element, though I don't have enough context to know whether this behavior is intentional (maybe it's so that tooltip contents can be copied and pasted? but in this case, I would never want to copy/paste).With this rule applied, here is what it looks like:
