What type of PR is this?

/kind bug
/sig node

What this PR does / why we need it:

When a pod contains ephemeral containers , status manager don't to normalize ephemeral container statuses, leading to kubelet invoking the apiserver every 10 seconds in an attempt to complete the state synchronization, yet the status remains unsynchronized indefinitely.

When a pod contains ephemeral containers, the status manager does not normalize their statuses, causing the kubelet to repeatedly query the apiserver every 10 seconds in an attempt to synchronize the state. However, this effort is futile.

Which issue(s) this PR fixes:

Fixes #124873

Special notes for your reviewer:

Does this PR introduce a user-facing change?

Hi @zhifei92. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

I think we can use one function to handle InitContainerStatuses EphemeralContainerStatuses and ContainerStatuses so that we can avoid duplication of code.

It may be helpful for us to add the usecase of EphemeralContainerStatuses in TestStatusEquality.
