Details of the scenario you tried and the problem that is occurring

I want to add configurations in a parent web.config file using the location parameter to target a child application.
The Location parameter isn't available on xWebConfigProperty.

Suggested solution to the issue

A parameter added to the resource to specify the Location value.
A change to add Location should also be applied to xWebConfigPropertyCollection.

Version of the DSC module that was used

'3.0.0.0'

Location is required if you are modifying locked sections as described here.

I think this is a dupe of #401 and fixed by currently un-merged #400
