Feature request: Leaderboard APIs & Achievement clear rates #89

Include functions to handle API requests associated with leaderboards & achievement clear rates outlined here.

e.g. getGlobalAchievementClearRate, setLeaderboardScore, getLeaderboard, etc.

This would allow games to integrate score-based leaderboards with steam, as well as showing the global clear rates for achievements.
