Remove SAM archiving, be able to just delete

After the backend work is done, the SDK should still detect that a service has been deleted, and offer a confirmation to the developer explaining that the lack of the service entry qualifies as a "archive" and that it will be essentially deleted.
Passing a -quiet flag should stop this warning from appearing.

the lack of a service entry in the manifest should automatically qualify as

1. turn off the service and
2. hide it in the manifest (aka, archive it automatically).

I think this is purely a backend issue, so we need to open a ticket on the internal PLAT board
