Currently the hostages seem to be summoned after bosses are killed or maybe after Zul'jin is killed.
Expected Blizzlike Behaviour
The hostages should be static spawns (in cages might I add, also missing) and should have gossips to come out of the cages and give loot once their respective boss is killed. I believe once the timer elapses, the hostages should all be killed, would need to refer to past runs on Classic to find exact behavior.

Steps to reproduce the problem
Enter Zul'Aman.
Kill bosses.
Observe the hostages or lack thereof as you make your way through.
Extra Notes
Of note is that the loot provided by these hostages is all wrong. They should be tied to the amount of hostages that have been freed up to that point, but right now they are just statically filled. In Wrath, the third and fourth hostage share the same loot, but in TBC the fourth hostage dropped only the Amani War Bear and no other loot.
Currently, Tanzar has a static spawn, Tanzar, Ashli, and Harkor all get summoned when their respective boss is killed, and Kraz does not get summoned. Because Tanzar can have two spawns, this means that four chests can end up spawning meaning no loot is given in excess or not enough loot is given, but, as discovered by kissingers, Tanzar's gossip to create his chest is not conditional, so one of his two spawns can give loot without killing the boss.
Side note: I'm also quite confident the text for all these hostages is wrong, but will likely need to refer to footage/sniffs to correct that.
