Is cuda version >= 11.8 mandatory?

Hi,

Since I do not have root access to our server, I cannot upgrade the nvidia driver and corresponding cuda, which is cuda-11.7.
However, I changed this rule in build script to make it work for cuda-11.7 and the compilation finished successfully and I tested some example codes, it also runs correctly.

Thus I am curious about what is the actual dependeny of cuda-quantum to cuda version and what is the impact.

Appreciate if any one has some insights on that...
