fix build of binary whl files on piwheels.org

aer and terra are not available at piwheels.org, see https://www.piwheels.org/project/qiskit-aer/ https://www.piwheels.org/project/qiskit-terra/ and thus need to be compiled locally, which is error prone and time consuming.
Fix build procedure for all python packages that are compiled locally during raspberry install and ensure whl files are available on piwheels.org.
