remove need to enter Password in Jupiter, while maintaining security

remove the need to enter a password when starting FwQ and Qiskit tutorial in jupyter.
Still, a pw/token protection is needed to prevent security exposure.
Consider switching Jupiter security from password to token in rq_jupyter_conf.sh.
c.NotebookApp.token instead of c.NotebookApp.password
