Sublevels don't register during new session if popup is not opened first

Description

Sublevels don't register if popup is not open when on a new session.

Steps to reproduce (if applicable)

• Browse as normal
• Open Link Map to check tab hierarchies
• Only a flat list is displayed
• Hierarchies begin to appear now that the popup has been opened.
• Popup can now be closed and reopened

Expected behavior

I expect the tab levels and hierarchies to begin recording without needing to open the popup
