This method is missing in Facepunch: SetInGameVoiceSpeaking

Describe the solution you'd like
Add a new method SteamFriends.SetInGameVoiceSpeaking.

Additional context
I want to use SetInGameVoiceSpeaking in my game for better control over the voice chat.
