Github_env saves env in a step, but returns blank value in next, how do I fix this?

I can see the variable saved in env in the next step (like below) but it returns a blank value
env:
PKG_PATH : /home/runner/work/package/path

I can see the variable saved in env in the next step (like below) but it returns a blank value env: PKG_PATH : /home/runner/work/package/path

The environment variable set using echo >> $GITHUB_ENV is only accessible within the same step where it's defined.
Subsequent steps within the same job won't have access to the updated environment variable immediately.

fix this use two approach :
1.Use workflow environment variables , 2.Pass the environment variable between steps
