I'm living in Kentucky and refreshing this page every day - it helps me handle going to work.
I was wondering if you could leave a cookie to remember what a user sets it to be, and then a reset button to clear it?

As a stopgap, you can bookmark the page, since the URL changes according to the displayed data. For (only) Kentucky, here's the link.
https://aatishb.com/covidtrends/?region=US&location=Kentucky
Adding more states or changing parameters also changes the URL, which means you can bookmark several preferred views.

I thought about the issue for some time aswell. The solution of MrSpiffyClean works fine but is not as simple for the average user as cookies would be.
