I would like answers to be framed like in quora, I think it was already a future plan to do so. And between each answers the spaces should be this small.

The top bar probably it can't be made smaller. So the red part can be taken away and propotions wouldn't look bad. I just feel that the proportions now are unpleasent, the font looks a little small and flat so I zoom in and I'm losing all things that I look on, zoomed out I can't read.

I initially didn't add border on all sides as I thought it'd look a bit cramped. Same goes for the margin.
Though I'll look into that.

I reduced the block padding to 5rem(from 8rem), reduced gap to 5rem, and made the block border a bit prominent(earlier it was quite subtle in dark mode).

The padding and the gap is good. Instead of borders having a different background for the answer could be a solution

I'm thinking of adding a settings page with ability to change layouts(something like libreddit). One option would be to select quora-like layout.

would that be helpful?
