Pager is displayed when there are no search results

Steps to reproduce

Make a query, and add a pager with hide_single_page property set. When there are more than 1 search results, but within the current pagelen notice the pager is hidden. But when there are 0 search results, a pager is displayed.

Current behavior

A pager is displayed.

Expected behavior

When there are no results, displaying a pager is strange.
