Add endpoint/RPC for loading available behaviors on the keyboard

First validation of the HID RPC/endpoint approach.

Includes added “behavior metadata” system for annotating the behavior with additional information like display name, parameter types and “domains” (e.g. HID codes or layer
index as the topology)
