#11348 fixes #11126. However, another idea was to introduce a 10-minute (or one-block) conf target, which would be, let's say, 151% of the 20-minute (or two-block) conf target: #11126 (comment)

Although the PR mentioned above fixes the issue mentioned above, the idea here is applicable regardless of the resolution of the original problem.

How about the fee rate that of the top 0.5 MB of the mempool?

That's a better solution. That also escalates the work load from 10 minutes to 10 days.
