Are you talking about the change? The Bitcoin network works with Unspent Transaction Output (UTXOs). Your wallet balance is the sum of all the UTXOs it owns. When you make a transaction and select an amount, if you don't have a combination of UTXOs matching perfectly to the amount you want to send, the wallet will create a transaction using UTXOs of a denomination higher than what you want to send (0.00118098 here) and will create 2 outputs: 1 is for your recipient with the amount you want to send (0.00098) and one is a self-spend to a new address of your wallet, the amount that you didn't want to send (0.00016198 in your case).
