To pay DEV for PR right at the moment it was merged to upstream

The fact that today it's possible for the PR to be merged and yet the DEV still may not be paid (for example, because 10 days were gone after PR with fix was closed but issue remain opened) could be a giant showstopper for 0crat participants.

The proposal is to make DEV rewarded right at the moment when the PR passed review by REV and ARC and gone to upstream. There is no reason to postpone the reward for DEV when the PR is closed - its part is done at that moment, the other stuff (closing the issue, QA analysis) is responsibility of the other participants.
