Need clarification: when the budget is set by ARC, should DEV be allowed to set estimation on puzzles? #297

I am not sure where else to ask this.

Maybe I've been doing PDD wrong, but whenever I leave puzzles I'm always setting the estimated time to 30min as per the budget I always see allocated to the tasks.

Is the DEV's estimation really supposed to match the budget set by the ARC?

What if the DEV thinks a task will actually take days, but the ARC wants to allow only 30 additional mins to work on a task? What if the DEV believes a task will take longer than the max configured in .pdd?

Please help me understand.

@llorllale With pdd and puzzles, each puzzle is supposed to be small and should be able to be completed in a short amount of time. If the task is too large and cannot by any means be done in that time period, than you do what you can and generated new puzzles.
I think that you should read this.

@driver733 it's still puzzling (pun) that a DEV can estimate a puzzle when in the end it will be the ARC who sets the budget for it.
